Program Overview
Who is it for?
Current or former recipients of CalWORKs cash aid who are working, in school, or in training. It supports families moving from immediate need (Stage 1) to long-term stability (Stage 3).
What are the Stages?
Stage 1: Immediate, short-term childcare when you start working.
Stage 2: Stable support once your work situation settles (up to 24 months
after cash aid ends).
Stage 3: Long-term assistance for those who have timed out of other stages.
Where is it managed?
Stage 1 is typically managed by the county (DPSS). Stage 2 and 3 extend to agencies like CCRC or other Alternative Payment Programs. Bigger Blessings accepts payments from all three stages.
When to start?
You become eligible for Stage 1 the moment you participate in Welfare-to-Work activities. Transitioning to Stage 2 and 3 happens automatically as you meet stability milestones.

How to Use Your Benefits
Navigating the stages can be confusing. Here is the general path.
Contact Your Worker
If you are in Stage 1, talk to your GAIN/CalWORKs eligibility worker. If you are transitioning to Stage 2 or 3, contact your CCRC or APP case manager.
Confirm "Bigger Blessings"
Inform them that you have found a provider. They will verify our license and authorize the specific hours of care you are eligible for.
Sign Attendance
Once enrolled, you simply sign your child in and out daily. We handle the monthly billing directly with the agency.
